SIAC Opens China Desk
Building on the steady stream of disputes between foreign
investors and Chinese parties that it handles, SIAC
expands its Secretariat capabilities to enable it to
play an enhanced role as a provider of dispute resolution
services to parties from this fast-developing Asian
economy. Recent additions to Singapore from China,

Jin, lead new initiatives.

SIAC Cuts Appointment Fee
To encourage greater use of its appointment capabilities
and arbitrator resources, SIAC announces a reduction
in its appointment fee for cases that fall outside its
arbitration rules.

Appointment of SIAC's New Board
of Directors
The Chairman of the Singapore Business Federation (SBF),
Mr Stephen Lee, appoints SIAC's new Board of Directors
for a term of 2 years, with effect from 21 August 2003.
The new Board members include Mr Warren Khoo (Chairman),
Mr VK Rajah, Mr Sundaresh Menon, Mr Sam Bonifant, Mr
Greg RA Tanner, Mr Richard Tan, Mr Enrico Sismondo,
Mr Peter W Blumbach, Mr Chen Jiulin and Mr David Chin.

Singapore Empowers High Court to
Enforce an Arbitral Award Made Anywhere Outside Singapore
Section
46 of the Arbitration Act 2001 is amended to allow
awards from anywhere outside Singapore, including non-Convention
countries, to be enforced in Singapore. The initiative
was largely motivated by the need to respond to doubts
about enforceability of awards between Taiwan and Singapore,
doubts which had arisen from uncertainties about treating
Taiwan as part of a State for the purpose of the New
York Convention. On the assumption that Taiwan courts
would enforce awards from outside Taiwan on the basis
of reciprocity, this amendment means that Singapore
awards would be enforceable in Taiwan, just as Taiwanese
awards are enforceable in Singapore. The same goes for
other countries where enforcement of foreign awards
is guided by considerations of reciprocity.

SIAC announces a new Regional Panel of Arbitrators
of some 130 professionals. This new panel replaces the
old local panel, and brings together the best legal
and industry talent from Singapore and around ASEAN.

to Draw International Arbitration to Singapore
SIAC forms a new alliance with the Singapore Business
Federation (SBF) with effect from 1 April 2003. The
strategic move is intended to consolidate SIAC's position
as the leading arbitration institution in Asia and marks
another milestone in the development of Singapore as
a centre for international arbitration.
